Why BN is campaigning to get PRs Parliament Members

n a gerrymandering exercise you lump all the opposition voters into one huge constituency and you spread out the government supporters into many seats. So, the opposition can garner 100,000 votes but it will be only one seat while the 100,000 votes that the ruling party wins will be in three or four seats.

Soon after the 8 March 2008 general election, Umno held a seminar at the Holiday Villa in Subang. I invited a few non-Malay friends to join me in this seminar. Initially, they did not see any point in attending an Umno do. However, I managed to convince them to go so that they can get a good idea on what Umno is thinking. There were other seminars held in Petaling Jaya, Johor Bharu, and so on -- some which I also attended with my non-Malay friends in tow and some which I sent ‘agents’.

In the Holiday Villa seminar, amongst those who spoke were Fahmi Ibrahim, one-time political secretary to Selangor Menteri Besar Datuk Harun Idris, and Mazlan Harun, Datuk Harun’s son. Datuk Harun is of course synonymous with May 13, the tragic race riots of 1969 that erupted two days after the 11 May 1969 general election.

We all know what happened on 13 May 1969, and why it happened, so we need not deliberate on that matter. What I want to talk about is the seminar in the Holiday Villa, which I have in fact already written about before.

“The reason we lost Selangor in 1969 was because of the non-Malay votes. So we decided to take Kuala Lumpur out of Selangor and turn it into Federal Territory to reduce the non-Malay voters in the state. Then we created a new Malay city called Shah Alam so that we can flood Selangor will more Malays and dilute the remaining non-Malay voters in Selangor.”

That was what Fahmi explained -- the reason why Selangor was split into two with the creation of the Federal Territory and the reason why Shah Alam was created as the new State Capital cum Malay city.

“It worked for awhile as long as the Malays vote Umno and the non-Malays vote opposition. But when the Malays also vote opposition then this strategy no longer works. So we need to think of a new strategy.”

The ‘new’ strategy Umno is talking about is not actually new but is an ongoing strategy. This strategy is called gerrymandering and it was invented by the Americans.

Gerrymandering is a form of boundary delimitation (redistricting) in which electoral district or constituency boundaries are deliberately modified for electoral purposes, thereby producing a contorted or unusual shape. The resulting district is known as a gerrymander; however, that noun can also refer to the process.

Gerrymandering may be used to achieve desired electoral results for a particular party, or may be used to help or hinder a particular group of constituents, such as a political, racial, linguistic, religious, or class group.

When used to allege that a given party is gaining a disproportionate power, the term gerrymandering has negative connotations. However, a gerrymander may also be used for purposes that some perceive as positive, notably in US federal voting district boundaries which produce a proportion of constituencies with an African-American or other minority in the majority (these are thus called "minority-majority districts").

Malaysia has turned gerrymandering into an art. For example, when they wanted to topple Ustaz Abdul Hadi Awang, the PAS President, they carved up his Marang constituency in such a manner that areas from across the state, like along the Kuala Berang road, were added to Marang. Hadi, in spite of his stature, lost the election.

The same was done for Lembah Pantai, which was another opposition stronghold. They added Sungai Pencala near Taman Tun Dr Ismail, Kampong Pasir along the Old Kelang Road, and Segambut Dalam near Jalan Ipoh, to Bangsar, and the opposition got wiped out -- until recently when Nurul Izzah won the seat.

The above are just two examples of many. It is no coincidence that ‘Malay’ seats like Putrajaya (97%-98% Malay voters) have as low of 5,000 voters while ‘Chinese’ seats like Selayang have more than 120,000 voters.

In a gerrymandering exercise you lump all the opposition voters into one huge constituency and you spread out the government supporters into many seats. So, the opposition can garner 100,000 votes but it will be only one seat while the 100,000 votes that the ruling party wins will be in three or four seats.

And that was why even though the ruling party garnered only 45% of the popular votes in 1969 it still managed to form the federal government, although without a two-thirds majority in parliament. The 55% of the popular votes that the opposition won was not enough for it to form the federal government. The opposition would have needed to win 60% of the popular votes to form the federal government, which was impossible for the opposition to achieve.

Of course, before 2008 it was easier. You just needed to isolate the non-Malay voters into one large seat and spread out the Malay voters into many seats. But in 2008 this changed. In 2008 the Malays too voted for the non-Malay candidates whereas in the past the opposition Malays meant only PAS -- which was in the rural Malay heartland and not in the cities.

The game has changed. So the rules of the game also need to change. And gerrymandering is not that simple any more. You can no longer redraw the constituency boundaries according to race. Malays too will now vote for Chinese and Indian candidates from non-Malay parties such as DAP and PKR.

So it is back to the drawing board for the election commission (SPR). Next year, they need to sit down and come out with a new formula. Barisan Nasional needs to ensure that it can still form the federal government even if it wins just 40% of the popular votes. And it also needs to ensure it can regain its two-thirds majority in Parliament with a mere 50% of the votes. That is the new game plan.

But to do this they need to first get back their two-thirds majority in parliament. And they need to get back this two-thirds this year so that next year the new constituency boundaries can be settled. Then, when they dissolve parliament and call for new general elections, say mid-2011 or early 2012, the new boundaries would apply.

Some say it is not crucial for Barisan Nasional to have a two-thirds majority in parliament to be able to run this country. If it is only about running this country then that may be true. But it is not true if they need to embark on a new gerrymandering exercise. To do this they need two-thirds of parliament.

And this is why Umno is very keen to buy at least ten or so opposition Members of Parliament. This will give them back their two-thirds majority in parliament.

This was that The Straits Times of Singapore said:

The BN needs 148 seats for a two-thirds majority. With support of the three independents, it will get there with just another eight defectors. A two-thirds majority is not just a psychological booster, but is also necessary for smooth passage of the next redrawing of electoral constituencies that will begin next year.

When Anwar Ibrahim said that Prime Minister Najib Tun Razak and his wife Rosmah Mansor are behind the latest wave of crossovers he was actually not wrong. The man behind this ‘shopping spree’ to buy the opposition Members of Parliament is Hamdan, Najib’s cousin, who was given the Kudat IPP as the ‘cash cow’ to finance the shopping spree.

Of course, the Kudat IPP comes with a ‘commission’ of RM50 million. And this RM50 million is to be used to pay off the opposition Members of Parliament as an inducement to cross over. Hamdan works very closely with the Special Branch and Military Intelligence. His contact in Bukit Aman is Akril Sani while in the Military Intelligence it is Datuk Salleh.

Hamdan’s mobile phone number is +6012-279-5945 and he made the mistake of contacting his key men in the Special Branch and Military Intelligence using this mobile phone so of course we managed to track what he was doing all this while.

The other person in this ring is Zahari Ismail, the man who arranged the meeting between Najib and Hadi Awang. Zahari is one of the directors of Malaysia’s F1 racing team so he has access to a large reserve of funds allocated to ‘research and development’, which he can also use to finance the shopping spree.

So it is actually the taxpayers’ money that is financing all these crossovers.

Another person involved with the ring is the husband of Mumtaz Jaafar. Mumtaz works for Rosmah and also has links with Saiful, the young man who accused Anwar of sodomising him.

If you can remember, Hee of Perak was paid RM25 million. Her price was high because they needed her to topple the Pakatan Rakyat Perak government. So RM25 million can be considered a fair price. Anyhow, Vincent Tan picked up the tab from his ‘special draw’ so it was quite affordable since the Malaysian gamblers were paying for it.

Tan from Penang was paid only RM2 million. It is not much but he has gambling debts up to his eyeballs and the loan sharks or along are camped outside his house so he has no choice but to accept this figure. The along can be very brutal if you don’t pay what they demand so when you are in that situation you are in no position to negotiate for more.

Wee Choo Keong’s problem is more complicating. It involves two mistresses and one who has just given birth and Umno has threatened to expose this scandal. He also has this RM35 million legal problem with Ambank and if this can be settled ‘out of court’ then Wee will certainly become another ‘independent’ Member of Parliament.

Nike’s rallying call is ‘Just Do It’. Umno’s rallying call is ‘Just Duit’. All it takes is money (duit) and Barisan Nasional will get back its two-thirds majority in Parliament whereby the next gerrymandering exercise can be launched. Then it does not matter whether the opposition will win 60% of the popular votes come the next election. Barisan Nasional will still be in power and with a two-thirds majority on top of that.

Now you know what is going on? Yes, that is the real reason these people are crossing over, not all those crap excuses they are giving such as lost confidence, dictator, and whatnot. It is JUST DUIT.

Keluar parti: Tafsiran akhbar Cina



Krisis "keluar parti" yang melanda PKR baru-baru ini mendapat liputan yang luas di dada akhbar. Berbanding media cetak bahasa Melayu yang menonjolkan masalah kepimpinan PKR secara khususnya, media cetak bahasa Cina sebaliknya, lebih menyasarkan kepada individu yang keluar parti.

Dengan kata lain, walaupun fenomena "keluar parti" ini mengundang persepsi negatif terhadap PKR secara umumnya, tetapi jika diteliti, wujudnya dua penafsiran yang jelas berbeza, antara akhbar Melayu dengan akhbar Cina.

Ketika mengulas isu ini, akhbar Melayu seperti Utusan Malaysia dan Berita Harian mempertikaikan halatuju perjuangan PKR, yang kononnya membelakangi kepentingan Melayu-Islam. Sebaliknya, isu halatuju perjuangan PKR tidak diungkit oleh media Cina, tetapi integriti individu (yang keluar parti) yang dipersoalkan. Tidak dinafikan, fenomena "keluar parti" semestinya menghakis keyakinan khalayak ramai terhadap PKR, tetapi ia juga difahami sebagai strategi Barisan Nasional untuk menyerang musuh politiknya.

"Musuh dalam selimut" musuh



Nanyang Siang Pau, dalam satu komentar politik yang disiarkan di muka surat A2, berjudul "Senjata Terbaik", memetik Seni Perang oleh Sun Tzu, bahawa strategi terbaik untuk menjahanamkan musuh adalah dengan menggunakan "musuh dalam selimut" musuh (atau kuda trojan).

Komentar ini bermula dengan "senjata yang terbaik di dunia bukanlah bom nuklear atau bom atom, bukan pistol malah bukannya pisau, tetapi taktik untuk melaga-lagakan satu sama lain, malah meleraikan rakan seperjuangan yang rapat menjadi musuh yang bertentangan...".

Ini kerana "musuh" dalam selimut musuh inilah yang paling memahami kelemahan dan segala strategi dalam kem dirinya, dan apabila orang sedemikian digunakan untuk melawan balik orang yang berada dalam selimut bersamanya, ia merupakan senjata yang paling berkesan.

Malah, penulis ini melontarkan kemungkinan Fairus menembak balik Pakatan Rakyat, setelah keluar dari PKR. Misalnya, Fairus boleh berkempen untuk menyerang DAP dan Setiausaha Agungnya, Lim Guan Eng, yang juga merupakan Ketua Menteri Negeri Pulau Pinang.

Seandainya ramalan di atas menjadi kenyataan, penulis menjangkakan bahawa MCA dan Gerakan mungkin berdepan dengan dilema. Ini kerana pemimpin MCA dan Gerakan menjadikan Fairus Khairuddin sebagai sasaran kritikan, semasa beliau berada dalam PR. Tetapi bagaimana MCA dan Gerakan berdepan dengan Fairus yang seketika dahulu disifatkan sebagai tidak berkebolehan, lemah, tidak berkhidmat dan sebagainya, setelah Fairus diterima oleh komponen parti terbesar BN?

"Sesungguhnya tiada kawan dan musuh yang selama-lamanya dalam politik. Tetapi apabila musuh kepada musuh anda menjadi kawan, dan dipeluk rapat... Awas! Anda bukan sekadar kehilangan prinsip politik," penulis mengingatkan.

Strategi UMNO-BN



Bertitik tolak daripada "strategi politik", penolong editor Sin Chew Daily, Lim Sue Goan dalam artikel kolumnya mula menghitung bilangan ahli parlimen "keluar parti" yang diperlukan oleh BN untuk menguasai semula majoriti 2/3, sebagai syarat untuk meluluskan persempadanan semula kawasan pengundian yang bakal dijalankan tahun ini.

"Untuk mengembalikan penguasaan majoriti 2/3, yang memerlukan sokongan 148 orang ahli dewan rakyat, mungkin sukar untuk dijayakan, melihat kepada keadaan sekarang. Tetapi tidak mustahil untuk dilakukan kerana terdapat banyak pijat-pijat dan katak di gelanggang politik tempatan. Jika gagal mengembalikan majoriti 2/3 sekalipun, fenomena lompat parti bakal menjadi krisis keyakinan PR setelah digemparkan media arus perdana," tulis Lim Sue Goan.

Cheah See Kian, penganalisa politik ketika ditemuramah China Press, tidak terperanjat apabila UMNO memilih Pulau Pinang sebagai tumpuan serangannya. "Ini kerana menyerang Lim Guan Eng bermakna menyerang Anwar. Lim diserang atas tuduhan meminggirkan orang Melayu, dan ini tiada bezanya dengan serangan terhadap Koh Tsu Koon, (bekas KM) dua tahun yang lalu. Tanpa bukti, tetapi motif politik," katanya.

Untuk Cheah See Kian, Tan Tee Beng tidak mampu melakukan sesuatu dengan "keluar parti", selebih-lebihnya menimbulkan "riak". Malah, beliau menganggap rakyat akan lebih bersimpati terhadap Lim Guan Eng dan PR, berikutan kejadian ini.

Cheah See Kian juga menganggap bahawa tindakan UMNO akan lebih menyukarkan MCA dan Gerakan. Beliau berkata, sebahagian rakyat berharap MCA dan Gerakan akan memainkan peranan untuk membantu pembaharuan UMNO selepas PRU ke-12, agar UMNO tidak angkuh dengan kuasa yang berpusat padanya. Tetapi, UMNO kini semakin berkuasa!

Cheah berkata, inilah punca kekecewaan rakyat terhadap MCA dan Gerakan yang gagal melakukan apa-apa dalam BN.

PKR menjadi sasaran

Walau bagaimanapun, PKR gagal mengelakkan diri daripada dikritik, memandangkan parti tersebut melahirkan paling ramai wakil rakyat yang keluar parti. Bermula dari (bekas) EXCO Perak, Jamaluddin Mohd. Radzi dan Mohd. Osman Jailu, (bekas) EXCO Kedah Mohd.Radzi Salleh, disusuli ADUN Selangor Badrul Hisham Abdullah, ahli parlimen Bayan Baru Zahrain Mohamed Hashim, dan kini ahli parlimen Nibong Tebal Tan Tee Beng.

Dalam analisa Lum Chih Feng di Oriental Daily, beliau menganggap fenomena ini mendedahkan kecuaian parti ketika melantik calon PRU ke-12. Perkara ini telah diakui oleh Anwar Ibrahim, Ketua Umum PKR sebelum ini. Lum berpendapat, PKR tidak menyediakan kursus untuk mendidik wakil rakyatnya yang terpilih kerana "tsunami politik".

Lum Chih Feng menganggap PKR kini tidak memiliki kelebihan dalam sumber dan masa. Justeru itu, Lum menjangkakan bahawa Anwar akan mengambil langkah baru. Seandainya tidak, Anwar akan terkurung dalam situasi untuk "mengawal", dan ia semestinya tidak memihak kepada Anwar.

FMT ALERT KUALA LUMPUR: A third PKR member of parliament - Bagan Serai's Mohsin Fadzli Samsuri – announced this morning that he was quitting the party to become an independent.

He is the third PKR MP to quit in the last two weeks, following Nibong Tebal MP Tan Tee Beng and Bayan Baru MP Zahrain Mohamed Hashim who had left after losing confidence in the party leadership.

Mohsin's announcement to leave the party came just when 12 other PKR MPs were affirming their loyalty to the party.

These 12 were widely speculated to be on the verge of leaving the party as well.

Speaking to the media at the PKR headquarters in Tropicana this morning, the group of MPs led by Teluk Kemang MP Datuk Kamarul Baharin Abbas said they had no intentions of leaving the party.

Apart from Kamarul, the other MPs were: Ahmd Kassin (Kuala Kedah), Azan Ismail (Indera Mahkota), Abdullah Sani (Kuala Langat), Ab Aziz bin Ab Kadir (Ketereh), Yusmadi Yusoff (Balik Pulau), S Manikavasagam (Kapar), N Gobalakrishnan (Padang Serai), Rashid Din (Merbok), Loh Gwo-Burne (Kelana Jaya), Amran Ab Ghani (Tanah Merah) and Hee Loy Sian (Petaling Jaya Selatan).

Ten out of the 12 parliamentarians were present at the press conference, except for Loh and Gobalakrishnan who were unable to attend as they were out of town.

Two other MPs who were also strongly rumoured to be on the verge of leaving PKR - Wee Choo Keong (Wangsa Maju) and Zulkifli Nordin (Kulim-Bandar Baharu) – had not signed the loyalty statement.

BN diverting public attention

Kamarul said that PKR was aware that Umno-BN was working hard to break the party by enticing MPs who did not hold posts in the central party leadership.

“Those who have (defected) did so because of personal problems which they did not bring forward to the party," he said.

He also said that BN was reacting to the new wave of support enjoyed by Pakatan as a result of the second sodomy trial against Datuk Seri Anwar Ibrahim.

“Umno-BN is also trying to divert the public attention from the degradation of the national economy and other chronic national crises which show no sign of improvement,” he added.

“(To those who have defected), I wish them selamat pergi (goodbye), take care," said the Teluk Kemang MP.

Unhappy with Pakatan politics

Meanwhile at a separate press conference, Mohsin, who won the Bagan Serai seat with a majority of 3,413 votes over Umno's Zainal Abidin Zin, said he decided to leave PKR following his concerns over the Pakatan Rakyat politics.

“In the name of Allah, I would like to announce my resignation from PKR,” said Mohsin. He said he was especially disappointed over the stand taken by Pakatan on the 'Allah' issue.

The press conference was also attended by former PKR secretary-general Datuk Salehuddin Hashim who had quit the party two weeks ago. Another big name to have left the party in recent days was former Penang Deputy Chief Minister 1 Mohd Fairus Khairuddin.

“The trust and confidence that I have placed in PKR’s and Pakatan Rakyat’s struggle, especially in restoring the special position of Islam has faded with the latest development in the party,” he added.

Mohsin also accused certain people in the party of being involved in sabotage and internal problems, resulting in him being unable to perform his duties.

Following the latest resignation, both PKR and DAP have 28 MPs each while PAS has 23, PSM (1) and SAPP (2). There are four independents while BN controls 137 seats in the 222-member Parliament.

The Salehuddin theory merits attention

COMMENT KUALA LUMPUR: With Bagan Serai's Mohsin Fadzli Samsuri quitting PKR, bringing to three the number of MPs that have left the party to become independents in some two weeks, the 'Salehuddin Hashim theory of internal PKR disintegration' now compels examination.

Salehuddin has been airing his dissatisfaction to close friends about the lack of a proper management structure in the party, but because he always spoke off the record, it was difficult to accord his criticisms the credence it now deserves.

He had been saying since last September that discontent was brewing and that Anwar Ibrahim, distracted perhaps by Sodomy II, was too cavalier with the signs.

Because PKR MPs find it difficult to be open with the 'Ketua Umum' because of his iconic stature and his tribulations, their grievances stay subterranean, in which state, it is obvious, matters volatile cannot exist for long.

Now with a third PKR MP quitting, and there are no evident signs about Mohsin such as there were about Zahrain Mohd Hashim – that he was really 'unreformed Umno within PKR', and there were about Tan Tee Beng – that he had habits which would render vulnerable any politician, the 'Salehuddin theory' compels attention.

He has been saying that the party lacked a management structure that would detect, channel and resolve internal grievances.

Disinclination to confront and confound

Territorial barons wielded far too much power and with Anwar compounding his lack of management skills with disinclination to confront, confound or beguile the warlords into doing the better bidding, the party at the middle echelon level where most MPs are situated withers on the vine.

This Salehuddin has been saying and now he sits-in at press conferences held by departing PKR MPs in an 'I told you so' gesture that is hugely distressing, but not to those to whom he has long been airing his qualms about the way the party has been run.

It is distressing because those who know the loquacious Salehuddin well would aver that his recall of his father, Hashim Gera's, reaction shortly after the seismic general election of 1969 when the sole PAS MP from Perak was propositioned to defect is seared in his memory.

The elder Hashim showed junior a bag containing 40,000 dollars and said, “If I take this I cannot show my face here (in Parit) anymore.”

Hashim senior did not bite the bait and junior has lastingly known the real value of ‘face’.

That memory was searing enough to put him beyond the blandishments of Umno-BN and his sitting-in at press conferences that are painful for the PKR faithful to watch is not a sign that he is encouraging the infliction of pain but vindication that he had been prophetic about its imminence. Pakatan Rakyat has slammed Salehuddin Hashim

IPOH, Mac 3: Pakatan Rakyat has slammed former PKR secretary-general Salehuddin Hashim over widespread allegations that he had burrowed into the secret lives of party members and was now abusing this knowledge, following the decision by Bagan Serai MP Mohsin Fadzli Samsuri to quit PKR.

“Given the uncertain political climate and the growing desperation of Prime Minister Najib Razak, I am not surprised there has been another cross-over,” deposed Mentri Besar of Perak Nizar Jamaluddin told Harakahdaily.

“From my past dealings with him, Mohsin does not strike me as someone who would jump for just dollars and cents, but we all have private lives. It is not impossible that he may have been victimized by people like Salehuddin.”

Shaming weaknesses

Indeed, Salehuddin was at the press conference where Mohsin announced his decision to quit on Wednesday morning.

Speculation has been rife that he is the ringleader behind the defections and was hand-picked by Umno because of his in-depth knowledge of PKR members and their strengths and weaknesses.

According to a Malaysia Today news report, even PKR's Wangsamaju MP Wee Choo Keong was at threat as Umno has threatened to reveal information about his private life.

"It would not be unexpected but it would be most disappointing that a man like Salehuddin could sink so low for the sake of money," PKR strategic director Tian Chua told Harakahdaily.

“It would be a shame if he had indeed abused his six years as PKR secretary-general to dig into the private lives of members,” Nizar said.

Continuing the Mahathir legacy of corruption

Meanwhile, Mohsin told reporters said he was quitting PKR because of unhappiness over the Allah issue. Although he said he would be an Independent lawmaker, there is little doubt that he will vote on the side of the Umno-BN in Parliament.

“In the name of Allah, I would like to announce my resignation from PKR,” Mohsin told reporters.

The Bagan Serai MP is the third federal lawmaker to leave PKR in the past four weeks, after Bayan Baru’s Zahrain Mohd Hashim and Nibong Tebal’s Tan Tee Beng.

There is red-hot speculation that Najib has established a RM50 million fund to finance the defections of 10 Pakatan MPs.

His aim is to muster the two-thirds majority needed to get Parliament to redraw constituencies. Not only will the gerrymandering exercise will give Umno-BN an unfair advantage over the Pakatan at the next general election, such a move would also allow his family to stay in political power.

"It is becoming clear that Najib is more of Mahathir's heir than his father's son. He is borrowing ideas and strategies from a long-past era," said Tian.

"The saddest thing is he is continuing the Mahathir legacy of corruption and abuse. It won't help him to stay in power because the world has changed, it will only destroy his family name and tarnish Umno."

The Islamic-based PAS has also lambasted the unscrupulous methods, warning that it would not only tarnish Umno but also the Malay community.

Nizar also expressed surprise over Mohsin’s excuse for quitting over the Allah row, which came about after a High Court ruling that the word could be used by non-Muslims to describe God.

Umno has insisted that Allah was for Muslims only. However, PAS – which is governed by a core panel of ulamaks or religious experts – believe that Allah could be used by everyone in the country so long as there were guidelines to prevent its abuse.

“If Mohsin truly follows the teachings of the Quran, then the first party he should reject is Umno because of its stand on Allah, which is against the Quran and motivated by racial politicking and not religious principles,” said Nizar, who is also the PAS MP for Bukit Gantang and assemblyman for Pasir Panjang.

"I would urge all Pakatan MPs and ADUNs not to be demoralized by what is happening. Don't go for the quick gain. It is not worth it. In Perak, PAS, DAP and PKR assemblymen were offered RM10 to 25 million ringgit to defect. As we know, some accepted but most didn't. Do you really want to go down in history as a turncoat, some who disappointed the country, someone who sold out for money?"
